John R. Capasso, CPA/PFS/CGMAJohn Capasso is Managing Director of Captive Planning Associates, a firm he founded that specializes in the design, formation and management of captive insurance companies. His experience in the field of alternative risk management includes owning both Fronting and Reinsurance Captive Structures. Throughout John’s thirty-year career, he has held positions in a variety of industries including; public accounting, investment banking, risk management, health care, financial services, and investment management. He has provided extensive advice and guidance on complex business issues to public and privately-held businesses, professionals, and high net worth individuals both domestically and internationally - implementing sophisticated tax and accounting techniques specifically designed to reduce taxes and leverage assets while enhancing shareholder value for his clients. Mr. Capasso is a Certified Public Accountant and holds a Personal Financial Specialist designation. He is also Series 7, 63, and 65 licensed for securities. John is a member of the AICPA, New York State Society of CPA’s and various captive organizations including the Delaware Captive Insurance Association. |

Debra GagliotiDebra Gaglioti currently serves as Director of Operations at Captive Planning Associates where she is responsible for all aspects of client reporting, communication and regulatory filings. She brings a wealth of experience in the fields of accounting, investment, and insurance planning gleaned from working in these fields for the past 22 years. Debra has held positions in a variety of industries including, public accounting, insurance, financial services, investment management, publishing, and engineering consulting. Debra is a registered representative and an investment advisory representative and has provided advice to individuals and small businesses on implementing retirement programs. She currently holds Series 7, 66 securities licenses and life, health and variable annuities insurance licenses in several states. She graduated in 1989 from Hofstra University, located in Hempstead, NY with a Bachelors of Business Administration in Public Accounting.

R. Clayton Capps, JD, LLMR. Clayton Capps, JD, LLM is President and General Counsel of CAC Management Ltd., a firm specializing in tax and estate planning, including the development, integration and operation of complex estate and business succession plans with the practical operation of the client’s business. Clay advises business owners and closely-held businesses in joint venture and purchase and sale transactions. In addition, Clay is a managing member of Captive Planning Resources, LLC, a firm that owns a special purpose captive insurance company, a fronting insurance company and a reinsurance company. Through Captive Planning Resources, Clay provides businesses with counsel regarding structure, regulatory and compliance issues associated with sophisticated insurance structures and transactions, including domestic and offshore captive insurance companies, business succession plans, life and key-man insurance issues, executive compensation packages, and general liability and insurance planning. Previously, Clay worked at the law firm of James, Bates, Pope, Spivey, LLP in Macon Georgia where he was a member of both the Corporate and Transactional Practice Group and the Wealth Management Practice Group. |

Steven P. FeibusSteve is responsible for directing our Business Development efforts through his affiliations with business owners, accountants, attorneys, financial advisors, insurance, property and casualty brokers and agents. Steve brings over 25 years of Wall Street and Northeast systems integration sales, business development and large account management experience. For the past six years Steve has been in the insurance business and has worked with Prudential, Genworth Financial, and as an Agent for highly rated insurance providers. Steve began his career with Exxon, IBM's General Systems Division (GSD), and Acer America focusing on standardization of corporate and national accounts. Steve has spearheaded technological initiatives such as super server technology and has consulted with CIO's, Sr. Vice Presidents, and Management Technology professionals on Wall Street, and throughout the Northeast . Primarily, Steve has focused on working with Legal, Banking, Brokerage, Distribution, Technology, and Insurance industries. Steve believes that by providing a consultative, and passionate approach with his clients, the final outcome is solving critical business solutions and meeting corporate objectives. For 2 years Steve was Co-Chairman of The Wall Street Golf Classic, created a WFAN basketball event and raised 40k for a handicapped baby, and also involved with Let’s Make a Wish - Computer Associates first annual golf outing raising 45k. |
Ira R. Hecht, Esq., CPAIra has a multi-disciplinary background as a business attorney, certified public accountant, software developer and former Computer Science teaching assistant at the University of Albany in Albany, NY. He was formerly General Counsel at EDGAR Online, Inc. (NASDAQ: EDGR), a partner at McGuireWoods LLP and co-chairman of the firm’s Internet and Technology Practice Group. McGuireWoods is an AmLaw 100 multi-national law firm with over 900 attorneys in 19 offices worldwide. He has extensive experience in developing and maintaining captive insurance programs which either replace or supplement existing property and casualty coverage as well as with the business, tax and accounting issues involved in captive insurance. His corporate, tax and estate planning experience allows him to be an exceptionally valuable member of our team as he works seamlessly with our client’s attorneys and accountants. Ira has worked with groups of companies with similar insurance coverage requirements, and associations including trade associations, to develop and implement pure and group captive insurance programs as alternatives to commercial insurance. He has assisted several nationally recognized organizations to develop and maintain captive insurance programs that utilized offshore captive insurance companies and layered reinsurance. He also assists our clients with creating Dynasty Trusts which permit elimination of estate tax for a minimum of 360 years. He is a FAA licensed pilot and a Captain in the Civil Air Patrol, the United States Air Force Auxiliary, where he is the Assistant Safety Officer for his Squadron. |
Jonathan S. BerckJonathan S. Berck has been a practicing attorney since 1986 and, prior to joining Captive Planning Associates, had devoted much of his recent practice to serving as a trust lawyer in the insurance sector. In addition to advising on captive insurance issues, Jon had served as a trustee for hedge funds in the life settlement industry, and has advised numerous clients on the establishment of insurance programs in the secondary and tertiary markets for life insurance. Jon had previously been an attorney with Arnold & Porter in Washington, D.C., with Shearman & Sterling in Washington, D.C., and Frankfurt, and with Latham & Watkins in London. He was also a staff attorney for the International Finance Corporation, the private finance arm of the World Bank Group. He also spent four years as a professor of international law at the University of Alabama Law School at Tuscaloosa, teaching International Business Transactions, International Trade Law, Public International Law and Immigration Law, and had served as a private consultant on international law issues to international organizations and private businesses. Jon is licensed to practice law in New York, New Jersey and Washington, D.C., and is admitted as a Solicitor to the Supreme Court of England & Wales. He is also registered as a foreign legal counsel for United States law in Germany. He is admitted to practice before the U.S. Supreme Court and numerous other federal courts. Jon received his bachelor’s degree from Swarthmore College with Highest Honors, studied as a Fulbright Scholar at the University of Tübingen in Germany, earned a Master’s degree in History from Columbia University and his law degree cum laude from the Harvard Law School. |
